The Substitute certificate requires:

1. A Bachelor's degree from an accredited 
college or university; 

2. A valid Arizona Department of Public Safety 
IVP (Identity Verified Prints) fingerprint 
clearance card. You can order a fingerprint 
clearance packet by calling DPS at  (602) 223-2279. 

3.Ask for the IVP fingerprint packet.
