General Dynamics C4 Systems designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art systems combine advanced imagery software and multi-sensor integration to provide real-time situational awareness to tactical decision makers. Our systems transform large amounts of complex data into useful information that is clearly and intuitively presented to the operators, enabling commanders make informed decisions in real-time. We build systems for a wide range of global missions including wartime battlefield management, crisis management, peace keeping and contingency operations, drug intervention, and public safety.
SCOPE OF OPERATION: The Senior SIGINT/EW Systems Engineer is an individual contributor with influence across all Tactical Systems ISR activities in the BMSD engineering organization. MISSION: Lead and perform systems engineering activities on SIGINT (signals intelligence) and EW (Electronic Warfare) programs involving fully integrated tactical systems for military intelligence programs (Army and Marine Corps) in remote mobile ground station site locations. Provide proactive technical leadership for systems development activities across several critical programs, continuous improvement of the organization's systems development process. Support new business opportunities and proposals. PERFORMANCE OBJECTIVES: To achieve the mission for this position, the Senior SIGINT/EW Systems Engineer must produce the following critical actions and results: 1. Program Technical Guidance: Provide senior level technically focused full life cycle systems engineering work for military intelligence programs, including: Requirements analysis, statement of work, defining work projects and design authorities for subsystems and components, integration and test and evaluation of all aspects of the system. 2. Subcontractor Interface: Work closely with subcontractors on technical issues, including defining technical requirements and monitoring technical performance. Ensure that subcontractors deliver critical capabilities to keep programs on schedule and meet customer needs. Participate in analysis of new vendor capability and ongoing vendor evaluations. 3. Customer Collaboration: Assist senior engineering team with high level technical discussions that will lead to new programs. a. Develop customer understanding in order to resolve technical issues and spot opportunities for follow-on work. b. Participate in and/or lead customer/GDC4S working groups and IPTs for SIGINT/EW programs. c. Respond to RFI (Requests for Information). d. Assist in writing of white papers and proposals 4. Analytical Modeling and Design: Provide high level modeling and design, including: a. End-to-end SIGINT system modeling and analysis. b. SIGINT/EW concepts and operations development. c. Antenna array modeling, analysis and design. d. Propagation prediction and measurement. e. Receiver modeling, analysis and design. f. Detection and signal characterization processing. g. Non-cooperative demodulation processing for signals of interest. h. Direction-of-arrival (DOA) estimation and geolocation processing. i. FPGA-based algorithm design. j. DSP or general-purpose processor signals software development. PERFORMANCE EVALUATION: The success of the Senior SIGINT/EW Systems Engineer in achieving the objectives described above will be measured by the following: * Successfully serves as SME / Go-To person for technical solutions. * Provides excellent technical management of subcontractors. * Helps to drive new business based on technical capability. * Provides excellent high level analytical modeling and development. * Engages successfully with the organization and execution teams. . BACKGROUND AND EXPERIENCE: The ideal candidate will have the following education, work history, knowledge, and skills. Education: BS degree is required (Engineering, Physics or Computer Science). An advanced degree is desirable. Experience, knowledge and skills: 15 or more years of relevant experience with at least 5 years recent experience with SIGINT/EW systems design and development including understanding of RF and antenna applications is required. Recent experience with a US Military, DoD and/or Government program environment is required. Additional skills desired: * Effective collaboration with interdisciplinary teams of 10 or more supporting DoD/Government programs. * Demonstrated systems engineering capability in programs that encompass system architecture, requirements analysis, analytical modeling, design, production, integration, test, and transition into operations.
