Salary Information:Offering salary will be made between the minimum to midpoint of the posted salary range for this position, based on qualifications and experience. Employees may progress through the full salary range, subject to their successful performance and annual budget approval.
Under general supervision of the Sanitation/Public Works Director, the Road Maintenance Manager performs supervisory work of moderate difficulty in planning, scheduling and supervising the work and improvement activities for Ak-Chin Indian Community roadways, pathways, trails, and airport runways; performs other work as required or assigned.  Must have the ability to perform all physical requirements of this position including the ability to lift 25 lbs or more.  This position will require being on-call and may require working weekends or after hours.
 Minimum Qualifications:

High School diploma or GED and a minimum of six (6) years progressively responsible experience in all phases of road construction and maintenance work including two (2) years of supervisory work experience; or an equivalent combination of training education or experience that demonstrates the ability to perform the duties of the position.  Training equivalent to an Associates of Arts degree with major course work in public administration, construction technology or a related field.  Must be RIFDS certified or obtain certification in the first six months in the job. Must possess a valid Arizona (class B, CDL) driver's license within 30 days of hire and be able to meet the Community's insurance carrier requirements. Must successfully complete a background check.

Additional Requirement:  Incumbent will be required to work in all weather conditions and must be available to respond to emergency situations and work irregular hours when required.  Must have the ability to bend, stoop or crawl repeatedly or continually over time to fulfill the duties of this position.  In addition, must be able to lift 25 lbs or more.
 Examples of Duties:
  • Develops and implements programs for maintenance of community roads, pathways, trails, and airport runways.
  • Provides input into long-range Capital Improvement Program planning.
  • Prepares monthly reports to BIA or FHWA on federal funded roads.
  • Establishes schedules and methods for street maintenance, landscaping, and preservation.
  • Develops and implements policies, standard operation procedures, goals and objectives.
  • Maintain and update the Community's roads, pathways, trails, parking lots, and airport runway inventory in Road Inventory Field Data System (RIFDS).
  • Prepare Tribal or BIA Rights of Way applications.
  • Plans, prioritizes, assigns, supervises and reviews the work of staff involved in road maintenance.
  • Prepares and administers general and technical specifications for service and construction contracts for design, street sealing, construction and related maintenance work.
  • Coordinates road maintenance and improvement activities with BIA, state and county transportation departments, division and sections concerning roads passing through the reservation under their program.
  • Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; and monitors and controls expenditures.
  • Researches and applies for grant opportunities for transportation related activities.
  • Performs other work-related duties as assigned.

 Other Requirements:
  • Knowledge of the practices, methods, techniques and equipment used in construction and maintenance of streets and rural roads.
  • Knowledge of occupational hazards and safety precautions.
  • Knowledge of the operations and maintenance of equipment and tools.
  • Knowledge of tribal transportation statues, CFR, and standards.
  • Knowledge of researching and applying for transportation grants.
  • Working knowledge of the practice and principles of supervision.
  • Working knowledge of rules and regulations pertaining to highway maintenance and accident prevention.
  • Knowledge of transportation funding methods and application processes.
  • knowledge of right of way applications. 
  • Ability to organize, directand supervise subordinates.
  • Ability to read grade and slope stakes and install retaining walls.
  • Ability to interpret simple blueprints and sketches.
  • Ability to work for long periods of time, requiring sustained physical activity and intense concentration.
  • Ability to bend, stoop, or crawl repeatedly or continually over time to fulfill the duties of the position and lift 25lbs or more.
  • Ability to establish and maintain effective working relationships with employees, other agencies and the public.
