Job Description

Location: CPLC Nevada





The Program Manager of Guest Services will EMPOWER LIVES by successfully managing all aspects of Guest Services for CPLC Nevada’s Homelessness Projects Department, serving up to 350 clients monthly. This will consist of managing a team of 15-25 in planning, coordinating, and administering homelessness prevention, diversion, and assistance activities, including emergency shelter.  





  1. Education /Background:    
  • Bachelor's Degree in social work, human services, or closely related field, and  
  • Three (3) years of experience managing projects with homelessness initiatives, emergency shelter, or related social services contract administration.  
  • Preference for experience in managing emergency shelter programs. 
  • Preference for Homeless Management Information System (HMIS) training/knowledge. 
  • An equivalent combination of education and job-related experience may be substituted for education on a year-for-year basis.

  • Ability to understand and develop effective strategies to address homelessness by using data driven solutions.  
  • Ability to understand methods to implement innovative best practice approaches to homelessness at the local and county level.    

· Ability to assess program performance and provide expertise, management, and leadership related to project implementation and contract administration.  


· Ability to work independently. Ability to work collaboratively with others.    

  • Ability to handle multiple tasks simultaneously, establish priorities, and meet deadlines.  
  • Ability to plan, organize, oversee, and evaluate the work of clients and contractors.  
  • Ability to work with diverse community and organizational groups.  
  • Ability to communicate effectively, verbally and in writing. Advanced communication skills, and the ability to communicate with all levels of management, staff and clients. 
  • Ability to tackle complex situations while using strong management skills.     
  1. Other requirements:    
  • Valid NV driver’s license, reliable transportation and ability to show proof of registration/insurance. Must be 21 years of age to drive on behalf of CPLC Nevada, Inc. 
  • Ability to work a flexible schedule as needed per program requirements 
  • Must pass background screening and TB test prior to start 
  • Level One Fingerprint clearance or ability to obtain fingerprint clearance or ability to have within 60 days of employment; must maintain clearance.   




Program Supervision 


Oversight of the Guest Services team of 15-25 employees, responsible to: 


· Operate a low-barrier homelessness service program including ensuring that guests receive customer service to Company standards.  


· Greet guests and determine their needs; enroll, track, and record guests services in HMIS. 


· Schedule guests for appointments with visiting service providers, as well as physical and mental health appointments 


· Assist guests with document retrieval 


· Registering guests to receive mail and mail distribution 


· Checking guests in for overnight shelter stay 


· Perform Housing Assessments on guests seeking housing and Assist guests with finding affordable housing and negotiate with landlords and property managers to accept guests 


· Process guests for Bridge and Rapid Rehousing, and visit/monitor guests placed in housing 


Program Administration 


· Promote effective, evidenced-based strategies to address homelessness as well as methods to implement innovative, best practice approaches regionally with service providers and funders.  


· Create partnerships and schedule agency partners to provide services onsite.  


· Assist in ensuring compliance with all federal, state and local laws, regulations, policies, and procedures; ensuring compliance with homeless shelter, rapid re-housing, and other requirements.  


· Assist in the preparation of accurate reports on funds utilization and program accomplishments. 


· Compile data, develop tracking systems, and utilize software including the current HMIS and other database systems. 


· Research and remain well-informed on the causes and solutions to homelessness.  


· Support supervisor in seeking opportunities to increase outside funding to address homelessness, including writing grants for homelessness service funding.  


· Represents CPLC Nevada with both public and private sector stakeholders.  


· Attend agency and community meetings as directed by supervisor.  


· Coordinate with the Program Manager of Operations/Facility Maintenance to support efforts to maintain the facility to company and funder standards.  


· Performs other duties as assigned.

  1. Awareness and commitment to Housing First, rapid rehousing, coordinated entry procedures, and other housing based strategies for ending homelessness.  





Work is performed in an indoor/outdoor setting with moderate noise level. May be responsible for lifting up to 40 lbs. on occasion.  






· Participate in continuous learning, competency building, and maintenance of skill in Housing First, trauma-informed care, motivational interviewing, and crisis intervention. 


· Complete all training courses within the time requirement specified.
