The Senior Civil Engineer performs work under limited supervision; designs and oversees construction of water,
wastewater and solid waste facilities to improve the overall health, safety, and quality of life for members of the
Gila River Indian Community. Work is accomplished through the supervision of seven (7) staff in the
Engineering Branch of the Department of Public Works. Position is second in command within the department,
and performs as Acting Director in the Director’s absence. In an acting director capacity, oversees seventy (70)
employees within the department’s branches; Water/Wastewater, Solid Waste, Fleet Management, Administrative
and Engineering.

o Responsible for engineering design and construction management of large, complex Public Works
improvement/expansion projects which require a broad technical knowledge, as well as an ability to
coordinate with DPW Water/Wastewater Operations staff, multiple other GRIC departments, contractors, and
professional consultants.o Assures that technical drawings, plans, specifications and designs are in compliance with applicable Tribal,
State, and Federal codes and ordinances. Responds quickly and effectively to potentially hazardous situations
to protect the health and safety of Community members and the environment.
0 Responsible for staff development, supervision, scheduling, and oversight to complete duties through
professional and engineering support staff. Responsible for 7 staff. When performing duties as acting
Director, responsible for 70 staff employees.
0 Responsible for administrative/management practices and principles of the Engineering branch; Responsible
for a wide variety of technical equipment assigned to the Engineering branch.
0 Responsible for overall management of the individual services/septic programs; including design, repair, and
replacement for new and existing homes throughout the Community. Work requires coordination with other
GRIC departments to assess and report on failing septic, as well as for land access and clearances. Work also
requires careful coordination with contractors and homeowners to accomplish the work.
0 Responsible for water/sewer engineering review and design, and coordination with Community Housing
Programs for both subdivisions and scattered housing development throughout the Community.o Responsible for overall financial management of Capital Projects, including both Tribal and Federal funding.
Responsibilities include budgeting, payments, contract management and reporting.
0 Responsible for establishing and maintaining effective work relationships with Federal, State, and Tribal
regulatory agencies and officials, Community members, business owners/managers, upper management,
coworkers, subordinates and the general public. Utilizes customer service/public relations techniques, as well
as broad program and technical knowledge in responding to complaints or inquiries.
0 Prepare required narrative and financial reports to present to appropriate Tribal department and Tribal
0 Perform other related duties as assigned.REQUIRED KNOWLEDGE, SKILL AND ABILITY:0 Knowledge of applicable Federal, State and Tribal laws, rules, regulations, codes and ordinances; applicable
building, construction and site codes and design standards; civil/environmental engineering principles,
practices and procedures; construction management practices and procedures; environmental health practices
and procedures; technical equipment related to area of assignment (GIS, G.P.S. etc.); design, develop and
review principles and procedures for technical drawings, plan specifications and designs; investigative
techniques and principles.
0 Knowledge and skill in preparing and monitoring long range capital improvement projects, including financial
management and reporting0 Knowledge of Operations & Maintenance requirements for both water and wastewater systems.
0 Knowledge and skill in designing and overseeing construction of water/wastewater facilities; reviewing site
and design plan for compliance codes and ordinances; establishing and maintaining effective working
relationships with Federal, State and Tribal regulatory agencies and officials, Community members, business
owners/managers, upper management, co-workers, subordinates and the general public.
0 Knowledge and skill in interpersonal relationships and in written and oral communications to presentinformation related to work.Knowledge of water/wastewater industry heavy equipment, tools, and safety procedures.Knowledge of Microsoft Office Suite software, and Engineering design software (AutoCAD, WaterCAD).Ability to use a computer for communication, data input, document preparation, and information retrieval.Ability to plan, coordinate, and accomplish work through othersAbility to supervise, mentor, and develop subordinate staff.Ability to communicate effectively, both verbally and in writing.Ability to work independently to accomplish tasks and meet deadlines.Ability to understand and follow both verbal and written instructions.Ability to maintain accurate records and prepare detailed reports.Ability to establish and maintain effective working relationships with other employees, Community Officialsand the general public.

Bachelor’s degree from an accredited college or university in Civil Engineering or a related engineering ?eld or
closely related field and a minimum of six (6) years professional civil engineering experience, preferably in
water/wastewater which includes two (2) years’ supervisory experience.


Must have Professional Engineer License.Required to obtain a Tribal Driving permit. Valid state driver’ s license with a current proof of driving record for
the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be
submitted with application and must not be more than 60 days old from the date of submission of the
