Job Description

Definition: Under general supervision from the Assistant Community Manager and Community Manager, plans, directs, manages, and oversees advanced professional and managerial responsibilities for the Department of Transportation (DOT). Oversees and monitors the daily operation and management of divisions providing local transit service, fleet inventory management, maintenance and support, heavy equipment inventory management and maintenance, and emergency service inventory coordination. Establishes and maintains policies and procedures to ensure DOT's compliance with all applicable federal, state, and tribal transportation guidelines and safety standards. Monitors and assists DOT managers, supervisors, and employees by instilling and maintaining a safe, positive, productive, and progressive work environment.  This job class is treated as FLSA Exempt.

1.Plans, organizes, manages, and oversees daily operations for the department's fleet, heavy equipment, local transit, maintenance and other departmental support divisions.

2. Develops and implements policies and procedures to guide and standardize operational requirements for the department. Establishes short and long-range goals and objectives to help ensure that all department requirements are met.

3. Monitors and enforces OSHA compliance and safety standards. Keeps informed of OSHA and other applicable federal and state laws and guidelines governing local transit services and vehicle maintenance facilities.

4. Directs and oversees the management of the community's local transit system. Develops and implements strategies to promote, and increase customer usage of the local transit services. Conducts evaluation of transit fares to establish economical rates for SRPMIC customers.  Utilizes periodic assessments to  establish cost-effective and customer-oriented transit routes for the community. Develops and maintains sufficient transit budget to cover all transportation requirement for each fiscal year. Monitors and assesses the quality of bus/transportation services provided to residents and makes changes, as required, to better meet the needs of the public.

5. Assures that all operational mandates of transit's Intergovernmental Agreement with the Federal Transit Administration and Arizona Department of Transportation (ADOT) comply with procedure and law. Ensures compliance with the Americans with Disabilities Act (ADA) mandates relevant to transit and school bus transportation activity.

6. Manages and coordinates the purchase, repair, and replacement of SRPMIC government vehicles and heavy equipment. Develops and maintains sufficient budget allocations to allow for the prompt and timely replacement of unserviceable fleet vehicles and heavy equipment. Utilizes vehicle maintenance records, GPS technology and staff coordination to identify and project future vehicle and heavy equipment requirements.

7. Evaluates and approves the purchase of regular and diesel fuel from reputable suppliers.  Utilizes fuel dispenser logs and GPS technology to monitor and assess the overall vehicle fuel consumption and provides recommendations as needed to departments to improve efficiency.

8. Ensures all police and fire department vehicles are maintained and fully operational to support the public safety and emergency response needs of the community.

9. Prepares and submits short and long-range goals, policies, plans, procedures and regulations covering the operational efficiency and productivity of the department for the Community Manager's review.

10. Provides leadership and training to assigned staff on requirements of the positions; plans, prioritizes, assigns, coordinates, schedules and review work of staff. Evaluates work of subordinates and conducts performance appraisals in a timely manner. Responds to staff questions regarding assignments. Monitors and recognizes staff effectiveness and achievements as well as corrects deficiencies in performance. Provides counseling, guidance and instruction as needed. Responsible for training, morale, and performance of all subordinate staff.

11.Investigates and resolves citizen complaints and provides reports of such actions to the Community Manager.

12. Conducts regularly scheduled staffing and informational meetings with department managers and staff.

13. Provides technical advice on areas of department responsibility to heads of various community departments, the Community Manager and other community officials as required.

14. Prepares annual operating budgets and monitors department expenditures and makes reports to the Community Manager.

15. Performs special assignments and other duties as assigned by the Assistant Community Manager or Community Manager.
Knowledge, Abilities, Skills and Other Characteristics:

  • Knowledge of the culture, customs, traditions, history and government of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of current modes of ground transportation, including street and traffic operations, and local transits operations.
  • Knowledge of management and supervisory practices of a fully functional vehicle and heavy equipment facility.
  • Knowledge of the principles and techniques of modern public administration.
  • Knowledge of modern management techniques, supervisory practices, and evaluation methods.
  • Knowledge of principles and methods of budget preparation and monitoring.
  • Knowledge of laws, rules, and regulations for the operation of commercial transportation vehicles.
  • Knowledge of general management principles and practices, including budgeting and program development.
  • Skill in using State, Federal, SRPMIC regulations, policies, procedures, and grant program guidelines.
  • Ability to direct, plan, and coordinate the Community's Department of Transportation.
  • Ability to establish and monitor management controls and procedures for the performance of department functions.
  • Ability to develop standards and procedures to guide subordinates in performing duties.
  • Ability to effectively analyze and resolve operational and procedural problems.
  • Ability to review programs and projects to establish and adjust priorities and policies.
  • Ability to exercise sound judgment and discretion in the interpretation and application of policies.
  • Ability to establish and maintain effective working relationships with subordinate staff, other departments, and members of the public.

Skill / Requirements

Education: A Bachelor's Degree in Business or Public Administration, or a degree related to the core functions of this position is required, AND a minimum of five (5) years of administrative, management, and supervisory experience directly related to managing fleet maintenance and repair operations required, AND two (2) years management and supervisory experience in transit operations is preferred.


  • Experience in the administration and preparation of department budgets required.
  • Experience in the operation of transit services, including vehicle maintenance, asset management, route planning and operational purchasing required.
  • Experience in the maintenance and repair of Automotive and Heavy Equipment required.

Insurability: Must possess and maintain a valid Arizona Driver's License and meet the SRPMIC insurance standards.   

Equivalency – Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
